Philadelphia is properly known as Filthadelphia!  Philadelphia has no enforceable ordinance that simply stops corporations from randomly littering residential property with their newspapers and advertisements and like commercial crap. (such as plastic wrappings). These corporations do not have to seek property owners' permission before dumping their wares on private property. February 10, 2005  djg1.com

Following the filing of a perfected Philadelphia Sanitation Violation Report against ADVO Inc., a major residential weekly dumber of plastic wrapped litter on private residential property... citing 10-706 & 10-713, DJG was personally informed by a polite, intelligent, uniformed representative of the Philadelphia Police Department who visited his home.  The Philadelphia Police Officer told DJG that there was nothing that the Philadelphia Police Department could do.  Interestingly the police officer was the Philadelphia Police Department's representative to the local Town Watch.  Go figure.
