Philadelphia's policy of permissive newspaper litter is generally limited to
life among the lowly. djg1.com
"The really good
papers are actually making serious money and their business plans do not include littering.
On the other hand the corporations who survive by littering creates direct and indirect public costs. In other words we the public
subsidize these weekly welfare slobs' nasty habits."

.This
is not a dead mackerel glittering in the Philadelphia moonlight. This
drain clogger, is a common species of Philadelphia Litter. It has
been identified as the News Gleaner resting uninvited on private
property. It is known to spawn weekly. Similar trash floppings are
commonly seen in the city streets and gutters of Philadelphia.
No
warning signs on the ineffective Northeast News Gleaner plastic bag

put on
such warnings.

Hard to blame the local city politicians
for wanting their names feted in the neighborhood newspaper litter.
Philadelphia politicos feel this newspaper litter is their sacred political life's' blood.
Even our revered national big time retail outlets have the same state of see me - me

litterbug. ACME, Pathmark, Walgreens and CVS
shamelessly have their logos emblazoned on ADVO, Inc's, ubiquitous
white plastic wrappings. The wrapping are stuffed with more... ahh...
promotional literature. ADVO's arrogantcorporate distribution system might
