Look at ADVO, Inc a really big time city litterbug.   ACME, Pathmark, Walgreens and CVS shamelessly have their logos emblazoned on ADVO, Inc's, ubiquitous white plastic wrappings.   Who can afford a lawyer for a chronic public issue?  Often the litter just hangs out there on the street or sidewalk or corner drains. The litter is easily unidentifiable. Unlike dog crap, (of which a lot of dog owners now pick up,), the plastic crap is not even biodegradable. djg1.com
